Since its foundation in 1966, the Ministry of Higher Education  (MHE) has been striving to enhance and increase learning and research opportunities for students seeking tertiary education. The Ministry works on providing students with the knowledge they need to develop comprehensively their academic, intellectual, and social skills, and to reinforce the values of their society and culture so that they become active contributors to the process of comprehensive national development.  

The Ministry promotes the advancement of academic research through the creation of the environments and the provision of the assets that ensure its success. The vision for academic research in Syria embodies the goal of keeping pace with the latest advancements in all fields of knowledge, and meeting the challenges of modernity.

MHE oversees the work of state universities, private universities, higher institutes, vocational training institutes, university hospitals, and a number of research councils, including the Supreme Council of Sciences, the Supreme Council for Arts, Humanities and Social Sciences, and the Arab Language Academy.

An important role of MHE lies in setting future plans and policies for the higher education system in Syria, mainly through the regulatory work of the Council of Higher Education and a number of other specialized councils and committees, all for the purposes of assuring quality, regulating accreditation, and enhancing institutional and individual performance.

The sum of MHE’s efforts is targeted towards maximizing the contribution of the entire higher education system to the national plans for sustainable development, and to the upward mobility of our society and nation. In so doing, MHE strives to participate actively in the policy of reform and development as envisioned by H.E. President Bashaar Al-Assad, who has bestowed tremendous support to higher education for its role in the development of human resources. A highly-skilled workforce is the cornerstone in forging a regenerative knowledge-based economy that would guarantee Syria a place in the map of modern developing countries that export skills capable of competing regionally and internationally.
